PARAPHRASE TELEGRAM: From the Secretary of State

for the Colonies to the Governor of HongKong.

(Sent 5.10 p.m. 16th July. 1925.)

See letter and enclosure

rom Mr.Oldham of 15/7. ust received & attached).

$2691.

Considerable comment has been aroused both here and elsewhere by your speech on the 9th of July in the legislative council, in particular in regard to your threat of flogging. Telegraph whether there have been any floggings, giving particulars (if there have been any) of the conditions under which they have taken place and in regard to what particular offences. Have you passed a special Ordinance? or are you making use of powers which you already possess?

I have no desire to limit your discretion in the existing critical circumstances but I have no doubt that you will not overlook the possibility of retaliation against British nationals in China and the fact that if flogging is employed in connection with the strike there will be groSS

and misrepresentations/draggerations particularly in America

and China.

AMERY.
